RIVER BASIN MANAGEMENT PLAN FOR DRINI RIVER
Component 7
This seventh Component of the KEP is also coordinated and implemented by the Regional River Basin Authority (RRBA) within the MESP with the following expected outputs and related activities:
1. Preparation of Gap Assessment Report.
The related tasks are:
Support to the establishment of a team structure (composed of national institutions, local and international consultants) for development of the River Basin Management Plan, specifying roles, responsibilities and accountability of participants. Gender, social and economic issues to be covered by specifically assigned team members with know-how in respective fields.
Development of methodology for SWMIS: prepare the report on the methodology, selection of the SWMIs
Conduction of a gap analysis as a basis for the development of the Drin River Basin Management Plan and produce a Gap Analysis Report. Local communities to be involved in the gap analysis.
Review the data availability and the quality of available data (hydrological, hydro-geological, meteorological, water quality, social and economic and institutional data).
Assessment of water resources monitoring network within Drini River Basin (flow stations, meteorological stations, groundwater monitoring).
Review host institution setup and the national legal framework.
2. Characterisation of water bodies (surface water and groundwater)
within Drini River Basin are characterized.
The related tasks are:
Mapping of surface water resources (rivers, streams, creeks, lakes, wetlands) and assess hydrological characteristics.
Mapping and identification of groundwater resources with Drini River Basin.
Assessment of impacts from physical/artificial alteration of water bodies.
Development of a database for keeping records on water resources: topographic, hydrologic, meteorological and water quality data.
Mapping of protected areas within the river basin, outlining the habitat and species directly depending on water originating from Drini River Basin, including minimum biological flow to sustain the habitat.
3. Pressure and Impact Assessment, including sector
wise water resources allocation model for Drini River Basin.
The related tasks are:
Conduction of water resources (surface and groundwater) assessment.
Assessment of existing water extraction infrastructure and existing water use, and projected future water use.
Conduction of a water balance study for current and projected water consumption by main water usage sectors (drinking water, industrial use, agriculture, hydropower, biological flow requirements), including an economic analysis of the water usage, allocation of water between upstream and downstream water uses and among different sectors.
Analysis of existing and potential conflicts between upstream and downstream water users and provide conflict resolution recommendations. Include transboundary aspects.
Pressure and impact assessment for identified SWMISs
Identification and analysis of risk of failure to reach Water Framework Directive (WFD) objectives
Development of an economic analysis for current and projected water use and cost recovery of the water services within river basin.
Prepare guidelines to manage minimum flow for rivers in compliance with national legislation and WFD requirements.
4. Development and prioritisation of Programme of measures based on the cost-efficiency analysis.
The related tasks are:
Assessment of the pressures originating from anthropogenic activities, including the impacts of climate change and climate variability.
Analysis of water extraction control and water demand management.
Delineation of water protection zones, including public consultations.
Development of programme of measures that aim to improve and maintain good surface water and groundwater status.
Prioritisation of measures, preparation of an implementation plan and programme for these measures.
Assessment of measures for flood and drought risk management, including options for enhancing resilience of communities and infrastructure to climate-change induced events.
Description of key transboundary issues, assess pressures and impacts.
Strengthening of capacity of institutions to develop and implement the programme of measures.
Synthesis of all information into a River Basin Management Plan for Drini River.
5. Involvement, engagement and information of stakeholders on the
development of the river basin management plan and on the programme of measures.
The related tasks are:
Organisation of Public awareness campaigns (through spoken and written public media and leaflets).
Participation in holding public consultations with the stakeholders.
Organisation of workshops, seminars and study tours to gain the experience from the countries in the region and outside, notably in Western Europe. Gender consideration for participation in capacity development activities.
Facilitation of the participation of MESP staff in the regional cooperation in Drini River Basin, identification of transboundary initiatives.
