SUPPORT TO INTER-MINISTERIAL WATER COUNCIL
Component 8
This eight Component of the KEP is coordinated and implemented by the Inter-Ministerial Water Council (IMWC) within the Prime Minister Office with the following expected outputs and related activities:
1. Support to the drafting and approval of the Water Service Law.
The related tasks are:
Review of all existing legislation related to water services from the point of inter-legislative consistency and compliance with EU water related directive.
Elaboration of a Glossary of Terminology related to the water services according to the EU Directives and WATECO Guidance Document
Interview of relevant stakeholder institutions.
Proposing amendments that are necessary to ensure effective legislation of water services.
Proposing a draft law on water services for decision of the IMWC.
2. Assessment of potential for private sector participation (PSP) in the water services industry of Kosovo.
The related tasks are:
Reconnaissance visit to concerned Ministries and other stakeholders to discuss the initiative in detail.
Analysis of legislation for private sector participation in the water industry, and suggests appropriate amendments, if needed.
Identification and analysis of administrative procedures for private sector participation in the water industry, and suggestion of necessary simplification of procedures, if applicable.
Proposal of the conditions that would promote private sector participation in this industry.
Analysis of fee payment potential for various social categories (both for water supply and wastewater treatment).
Preparation of a Manual for Private Investment in the water sector to inform potential investors about investment conditions, procedures, stakeholders and opportunities in the water sector water in Kosovo.
Presentation of the findings of the assignment and the manual on a roundtable at the end of the assignment.
Joint assessment with relevant stakeholders and IMWC Secretariat on the need and willingness for a specific water conference on this theme.
3. Development of a pan-Albanian (English-Albanian) water sector glossary.
The related tasks are:
Reconnaissance visits to academic institutions and water stakeholders to discuss the initiative.
Linking up with other similar projects.
Identification and analysis of the best procedure and address to push the initiative through.
Suggesting and initiating a working group.

4. Analysis of further consolidation of regional water companies.
The related tasks are:
Financial analysis of water sector and of the rate of cost recovery
Assessment of the performance trends of the existing regional water companies.
Investigation of options for further consolidation of water companies along the river basin concept.
Proposal of concrete legal and financial implications in reducing the number of water companies from 7 to less.
5. Completion of Kosovo water footprint assessment.
The related tasks are:
Presentation of a comprehensive set of methods for water footprint assessment.
Showing how water footprints can be calculated for individual processes and products, as well as for consumers, businesses and nation.
Description how to assess the sustainability of the aggregated water footprint within a river basin or the water footprint of a specific product.
Development of standards (methods, guidelines, criteria) for water footprint accounting, water footprint impact assessment and the reduction and offsetting of negative impacts of water footprints.
Development of practical tools to support people and organisations interested in water footprint accounting, impact assessment and water footprint reduction and offsetting.
6. Replication of sector policies in minority municipalities.
The related tasks are:
Assessment of current institutional set-up and capacities in the minority areas.
Development of a list of prioritized sector reforms that need to be replicated (e.g. consolidation, service agreements, rural integration, licensing, Board of directors).
Laying of a roadmap of integrating the minority municipalities in the water sector reforms.
7. Development of a Prototype Water Account for Kosovo.
The related tasks are:
Establishment of a core team, comprising at least the Kosovo Agency of Statistics and the Water Department.
Convening a Water Account development team, comprising advisors, funders and technical specialists.
Identification of policy issues.
Analysis of existing data.
Development of a prototype Water Account.
8. Appraisal of energy costs and efficiency in the water services industry.
The related tasks are:
Assessment of energy costs of water companies.
Suggestion of concrete measure to lower the costs.
9. Development and application of infrastructure charge for water and wastewater services.
The related tasks are:
Assessment of current construction practices and impact on water infrastructure.
Introduction of a municipal water infrastructure charge for developers.
Proposal of concrete compensation and cooperation measures between municipalities and RWCs.
10. Assessment of economic impact of irregular water supply.
The related tasks are:
Assessment of the impact of water shortages or irregular water supply on the economy.
Quantification of economic impact of water shortages.
Justification of the need to balance demand and supply.
11. Completion of the wastewater service tariff analysis.
The related tasks are:
Assessment of affordability and willingness to pay for wastewater services, considering different socioeconomic levels of population, area development etc.
Assessment of capacities of Water and Wastewater Regulatory Office to develop wastewater tariffs.
Proposal of a tariff model for wastewater services.
12. Analysis of drinking water vs. bottled water cost and resource impact.
The related tasks are:
Review of water quality reports from Institute of Public Health, RWCs and bottled water manufacturers.
Proposal of measures to raise quality and cost awareness of public water supply.
Suggestion of mechanisms to protect the interest of the public water supply.
Exploration of tax options for imported and local bottled water.
